I read somewhere that just about all of the design decisions were 3dRealm's doing, so it's them to blame and not gearbox.

I really doubt you can do it. Writing an exporter for any format requires knowing the format you wish to export to upside down and inside out, as well as the format you're exporting from. Except that 3DS Max costs about $3000 and GMAX is free. I think that's worth jumping through a few hoops to get a model into BZ2. As I mentioned GMAX is a waste of time for BZII models.
