What I personally find most interesting concerning such questions.
When a white/christian community sets something up, just for them » racism.
When a non-white/non-christian community sets something up, just for them » you are racist when you state it probably also is racism as it is the same if whities do it ...
In this case it seems as if everybody will be favoured, still I cant help read it and think that everybody will be of worse.

Reverse racism does indeed exist.

There's more to just race than skin colour. It may well be that Asians are better at mathematics than Caucasians, in turn better than African-Americans. Whether those differences are biological or cultural is another matter.

The first story you have linked to there is from a source known for its sensationalism and not for its reliability.
The second is from America, and I think that says enough

It is a response to the performance/cultural differences that appear out of statistics. This is not a measure of the ability or aptitude of any individual child. Setting expectations based on those statistics will only cause the statistics and the education delivered to get worse.Is it racist?:
It is not racist it is just ignorant and wrong.
The statistical measurements show a "racial" difference, These are actually mostly cultural. Biologically race is an insignificant factor, Early life nutrition is far more important, hereditary factors also play a huge role. The use of "Race" in statistical measurements is an entirely flawed concept. Students are being prejudged by a non scientific process known as looking at them and applying a culturally determined bias.There's more to just race than skin colour. The education system is responding to a flawed statistical analysis. All it tells us is that the education system needs to have smarter people in charge of it.
