I assume you mean the convenient little arrangement by which intelligence agency's spy on each others populations for each other, in order to evade any protections afforded by foolish things like constitutions or laws...The free flow of information is a double edged sword. Maybe it is better to know that someone you trust is spying on you, than to not know who is doing it at all.
