Steal all the other files from an existing map, rename and alter as required, throw away the water (whatever.wat)
Make a shortcut.
C:\Battlezone2\bz2edit.exe mymap.bzn /nobodyhome
Open in editor, fill the base texture then save as Mymap.bzn, ascii is best.

There is a boog in the pb6.2 editor, it does not like deleting objects saved onto the map. /nobodyhome fixes this by removing all objects from the map.

Actually, the BZN file if you saved in ascii, open it in notepad, and make sure the name of the terrain name matches the file name, minus the file extentions.
