BZ2 Issue: Installation

When I try to install BZ2 as given in the instructions I don't see any window but the process setup.exe runs. I have tried changing the compatibility settings to no avail.
Using process explorer I can see that the only thread is

I understand that it is not a major issue but I am just curious to understand the error. I assume that it has created a window which is not being displayed for some reason.

http://consumer.installshield.com/kb.asp?id=Q108322‎ also doesnt help. It doesn't have a listing for Install Shield version 5x.
