Or you could, you know, only stock what the kids actually take and not force them to grab what they are just going to throw out. It is the domain of the parents to control what their kids eat, not the government, or the school.

Well if the school provides the food, then its up to them what they provide, and up to the kids to choose to eat it or not really.
Making them eat certain foods is always going to fail. It is actually counter productive and likely to create lifelong aversions to the food they were forced to eat. Get some pigs and turn the waste into bacon.

maybe they'll use paddling (link on that same page) to force them to eat them.
or maybe they'll use more indoctrination methods and start showing films of starving kids in china to try to make them feel guilty.

Guilt tripping a child in relation to food consumption is abusive and can lead eating disorders later on.
It's best to just let them chose their comfort proportions and not force it on them.
