You make it sound like it's deliberate, and from looking at the article, it isn't.
Lol, yeah I suppose the highly educated high flyer types employed to organise that sort of stuff, would probably have no experience of even being a "contractor" at the lower paid end of the market in the west let alone the far east. If it comes as any surprise to them that this is happening then they should seriously reconsider their position as they clearly know nothing about the cultures in which they have chosen to operate their business. There are several billion people who know better.

Our nice civilised notions do not apply down at street level in Calcutta or Bejing, nor should they, for a child to get work that pulls them out of poverty is a good thing there. The opinions and principles of pampered westerners are so far removed from their reality that they have no relevance at all. They moved their manufacturing business to a culture that is competitive because their workers have no rights in economies that uses child labour at many levels. It is this that puts the extra money into shareholders pockets, any pretence that they did not understand this is frankly just a lie.
