I watched the video, and looked for signs of intelligence. All I saw were random snow flakes.

Surely the fact that all snowflakes are unique (as far as anyone knows) sort of proves that water has no memory at all...

Yet we know humankind has no memory, because we keep repeating the same mistakes.

Any kind of life form is like a genetic memory, one that can progressively alter itself to suit its needs, somewhere deep in your genome the memory of how to be a fish probably still lurks.
Water, however, I expect is just randomly responding to a chaotic mix forces from the galactic right down to the quantum scale.
