I watched the video, and looked for signs of intelligence. All I saw were random snow flakes.

Any kind of life form is like a genetic memory, one that can progressively alter itself to suit its needs, somewhere deep in your genome the memory of how to be a fish probably still lurks.
Water, however, I expect is just randomly responding to a chaotic mix forces from the galactic right down to the quantum scale.
