What does weather-on from options? I hear no wind , it is no rain, so what ir it?

There are a number of weather options that can be applied to maps, such as rain, snow and lightning. Mostly these only appear in stock mission maps if you have weather turned on, Most map makers choose not to use them as they are annoying in game, just like real weather.
They can be set to appear on a map via the console.
The only one I actually like is the dark period for rain, it can be used to change the map light levels over a defined period.

How can i forever deactivate that annoying message regard units over max (35) and set the number permanently to 0 (infinite) ?

Just reporting that in .z19 there is no snow or rain, and the Local Fog seems to do nothing.

If your trying to set rain and stuff in console, make sure weather is on, and also you may need to flip it off/on to make changes visible instantly.

Local fog will only show up on maps that have it.

I can't actually differentiate fog (any setting, but I've been playing with 50% the whole campaign) from view distance, since I have distance on maximum, and everything I don't see far away looks like "fog".

Did, just changes the skies. There are also thunderbolts, but no rain.

Local fog is a big globular area of poor visibility... and reduced performance. :( Its the only 3d (dds) texture in the game. When GSH did the dx9 conversion the original effects needed to be replaced by one compatible with dx9. There wasn't really another way.
You should find one at the middle pool of mpidunes, Most people turn local fog off, 3d texture are not ideal for use in large open area's in any game, BZ2 doesn't really have small enclosed area's.

I have snow/rain on IA maps, but not a single drop in Campaign.

Iirc there are no missions with rain in the SP-campaign. Also note that several missions actually play out on the same map just a different part of it.

Ingame or in the editor? I recall being able to change at least certain settings on the go from the editor, like color/splash count/direction/etc

Snow was definitely falling somewhere, I remember seeing a snowflake up close and was amazed. And at least one Mire mission had rain. It has thunderstorms, where's the rain now?

I tried in options, only sky changed to clear/more visible.
