Its not the solar flare effect at 14 seconds.
That's such a common sound effect it could have come from countless games, a few seconds in a wave editor and its wave form is no longer like the original and thus not nicked at all. Some things are un-copyrightable, you cannot be sued because your sky is blue.

There are many royalty-free sound effects. These days, they're online. Back in the 1990s, there were multi-CD packs full of files used by many studios. This is somewhat like the Wilhelm scream -- not a ripoff, just a legit reuse of stock sounds.

I'm sure it's legit haha, it's just funny to see where the sounds end up, even after so many years!
