Archers can be very tricky to counter in certain situations. To keep this post relatively short I'll assume you're playing as ISDF.
If you can reach the Archer(s) with your ship and there aren't any supporting units nearby, the fastest and most effective way to destroy them is to shoot them yourself.
If you know where Archers are but can't reach them due to difficult terrain, send an APC or two to attack the Archer(s). Even if they try to escape, the Soldiers dropped off by the APC will pursue and destroy the Archer.
If you do NOT know where Archers are, you can build a full Scout (The ones that cost 50 scrap) which will automatically paint (Highlight the enemy on your HUD and radar) the
nearest enemy target within 450m. If there is an enemy scavenger 50m away and the Archer is 250m away, the Scout will paint the scavenger until it is destroyed, then it will paint the Archer.
If Archer(s) are attacking from a defended position, you have a serious problem. Your best bet is to charge the Archers in your own ship and hope to destroy the Archer before it's defenses destroy you, do not expect to survive that charge, though. You can also attempt to assault the defensive position with whatever assault units you prefer, but since Archers have the longest range of any unit in the game they will most likely be hammering on your assault forces while you try to route them. The most effective way to counter Archers in this situation is to not let the situation develop.
Rocket Tanks equipped with Hornet missiles (You can equip them with Hornet through the Factory customization panel or by dropping a FAF Missile crate on them) will tear Archers apart, but bear in mind that Hornets are for short range anti-air and Archers are capable of attacking from well outside Hornet's range. Because of that, Rocket Tanks aren't really a counter to Archers, they can only create "no-fly" zones for Archers and if you're playing against human controlled Archers your Rocket Tanks will not be able to stop the Archers from getting through.
As Red Spot said, M-Curtain mines create a bubble that will deflect the incoming shells if placed properly. They are not terribly effective though as they only last a short time and require you to stay in your base guessing at what the Archers are targeting, instead of going out and hunting the Archers down. A good technique is to find what the Archers are shelling, place an M-Curtain as close to the point of impact as possible and then charge the Archers in hopes of destroying them before your M-Curtain wears out.
