Uler Mod Issue: Deceiver Moves Over If A Building Is Created

If I create a building at the spot where the deceiver is built it moves over to the intersection of the build tiles.

that's because it doesn't have a base plate. used to be able to build jammers and guntowers in the same spot, but fixes to collisions and push-away code added prevents that now. i should probably add a base plate to it.

Adding ownsTerrain = 1 to the ODF of a building that is able to have another built on top of it seems like a better-looking solution than to add a base plate for something barely connected to the ground.
