Having problem with the CTRL+~ console on Windows 7

I reloaded my backed up, unpatched Battlezone II and applied the 1.3.6.2 patch. For some reason, it is not allowing me to use CTRL+~ to bring up the console in either Single or Instant (I haven't tried it in MultiPlayer because there were only three games total on Internet via GameSpy). Is this a bug or supposed to be like this?

I'm using a restored back up of BZII patched to 1.3.6.2 on Windows 7 x64

As I am supposed to be sleeping arm I will only give you the basics for this, someone else can go into workarounds. This issue effects many games and 1.3 has a work around as well as you may be able to disable the component causing your issue, or at least temporarily remove it. Welcome to the world that is manufacturers not thinking and making devices own keys.

One that note, I oh so hate it when games require the -ctrl- key but not disable the windows key ... (and yet I still havent looked for a work around :))

It's a driver thing. It has to do with certain drivers (often the drivers for an IR reciever (remote control for laptops)) intercepting and 'reserving' certain key combinations for itself. This will cause some keys or key combos not to work correctly.

One work around is to find out what the offending driver program is, uninstall it (via Device Manager), and blacklist it (to prevent automatic reinstalls).

The 'Readme13.rtf' file included with the 1.3 patch -- look in the same directory as BZ2 -- or available as the readme file linked from the master download site has comments on this. Look for the section starting
The ~ key doesn't work in game. How do I fix this?

First off, even though it's shown as ~ in the game menus, it's actually using the ` (grave, the apostrophe slanted towards the bottom right) key. Certain keyboards, or the Windows Media Center Edition may try and steal that key. BZ2 is not the only game that has issues with it. Other_bugs -- there are several pieces of info that might be useful.
Alternatively, you can rebind the console key to a different key. To do this, open up the addon\config\gameprefs.ini file.
I haven't quoted the entire section from the readme, as it goes on into specifics about how to rebind that key.
