Well you can't expect them to just go in and bust the dealers of the most harmful and addictive drug there is or target the actual production of it. Funny thing is modern cruise ships are bigger than the Titanic by a lot. So it is against company policy to try and save a persons life when they are in trouble. I wouldn't be able to live with myself afterwards if I knew that someone died because I sat back and did nothing since I didn't want to take responsibility for my actions. If it was just some receptionist than I could mind of understand that they would be in shock but for that person to be a trained nurse and still refuse to give CPR to someone is just atrocious.
