AHadley, have you ever visited thegamecreators.com? I found an app called DarkGDK that allows you to code in C++, which also comes with preinstalled textures, models, animations, etc.

Why use somebody else's when a game development team has the ability to create its own?

Well of course they can make their own, but the ability to use preinstalled jazz functions as a component of a "virtual sketchboard." It's basically an IDE more suited for games.
