Nielk1 made a bone script thingy for 3ds Max.

The animations move the bones, Animations can easily be cut n pasted in notepad between xsi.
The really tricky bit is the envelopes, they define which vertex's get moved with which bone.
Nielk1,s script for 3dsMax is the best thing we have to do this with.
They can also be made by hand in notepad, but you need to be very dedicated and slightly mad to do this with even a remotely complex model.
I do not know If that script can work with or be modified to work with Blender. Nielk1 seems to be Awol for now.
