Just a heads up to modders that have custom MPVehicles/StratStarting files that in the next 1.3 Public Beta, these must be .odf files. See
this as a sample of how the files are to be named and formatted. All stock maps included with the 1.3 Public Beta will work out of the box, but any mod assets with references to a .txt file will not be read.

Is the list still limited to 32 entries? Or can there be more?

Still 32 entries. The UI code and many other parts would need an overhaul to go over 32 entries in a checklist.

Would you care to explain the reasoning for the change?
I know the new format makes a lot of sense, it just doesnt really make sense why it would be changed since it introduces another breakage of compatibility between newer and older versions of BZ2.

Not that I would know what that would require, but that would be a great addition for later versions...

It probably should break compatibility. Else mods that are not working that have harder to find issues would get installed on the wrong version and direct hate at 1.3 for being broken. Now the mod is early-marked as the problem.
