Creating a spectator vehicle

I was thinking of creating a spectator vehicle as part of a recy variant.
My initial thoughts were a commvehicle with canBailout = 0 and a bunch of other flags to make it undetectable by AI. However, something on my wish list is a way to make the spectator vehicle spawn on team 0, to prevent painting or having the spectator from helping the team he's on by ie: managing scavengers.
Has anyone worked with spectator vehicles and has a good ideas for one that's not DLL dependent?
