Had a weird humming noise originating from my PC.
Cleaned it out yesterday, about 3mm thick dust on your CPU cooler, dust on any fan, including my GPU's cooler, apperently can cause weird noises as well, just a heads up ..
Dust build up will cause the cpu to get hot and lead to performance loss.
Your whistling is probably electromagnetic interference caused by some component or other not functioning very well.
Dust/overheating could make that situation worse.
Despite its age, bz2 does make a p/c work hard, I had overheating caused by fluff blocked heat sinks a while ago, fps dropped very noticeably once it got hot.
A good clean out, gives you the opportunity to look for other problems.

My whistling noise has been happening ever since I got the card. Luckily, it only does it in certain games, but it gets a tad annoying if my sound is down.
Well it was a rather high pitched sound that you could see as a sort if whistle if you like
It didnt by definition come up when I was doing something, but it also didnt come up when my system was still cold.
Not saying this is the case with you but have you properly checked for any sort of dust at/around your GPU?
Apparently it's directly from my Graphics Card, and it's apparently capacitor whine or something similar, and apparently nothing to be concerned about.
Apparently a lot of people have it but the case fans and whatnot drown it out, mine is a rather quiet build so it's perfectly audible here.
does your monitor cable have a ferrite filter on it?
