I'm sure that my question has been asked before, but I haven't been able to locate any information on this.
Is the size and position of the targeting camera window locked or can it be changed via a config file?
If it can be changed, please advise on how to do so.

a) This should go into the modding forum .. expect it to be moved 
b) Yes you can, *some* file in the .pak's sets the parameters for the screen and size and position can be changed ... ... iirc
(someone will probably come around and tell you which file in a bit, or point you to bzscrap and the pak-explorer in order to look for it yourself

Nice to know that it can be changed. I searched through the files in PakExplorer, and it seems that pretty much anything can be relocated, but I could not determine which one controlled this window.

I've moved it up and down in my work, it can be done ... cant be bothered to find/unpack/sift through all the data I have though, atm ....
(Maybe I recall incorrectly but I am fairly confident it can be moved/resized.)
