Can't upgrade ISDF extractor with GH variant(ThugCMDR)

Since the newly released v1.3.6.4 patch, has anyone encountered any problems with upgrading extractors?

I'm playing Greenheart's variant with thug commanders, and I can't seem to upgrade any of my extractors. I could upgrade normally with the v1.3.6.3p.
Any help would be greatly appreciated.

Edit: Just found out that I also can't upgrade power as well.

Edit2: Its not just GH Thug Cmder variant, seems the GH variant also has the same thing. I suspect it could be universal to all the different recycler variants and all upgrades, including scion buildings. Reversion of game version back to v1.3.6.3p allows me to upgrade buildings again.

No problem.

I originally thought it was intentional to nerf the humans in human vs AI games.

Coding mistake is mine - false positive when trying to make sure that cheats are reduced. It shouldn't be that bad a fix.
